Interesting! Did Kircaldy ever have trams? It looks reminiscent of a tram power generation building to me.

We have one near to me at Newcastle upon Tyne. I had passed meny times before realising what it was. It stood out from all the surrounding buildings. Nowadays my local "ex-station" is used by a heavy plant hire company. It is listed but as yet have not tried to get close up shots.

What does the piece of paper on the sign say? Is the building to be incorporated into a heritage area or something?

It says:

This is NOT a notice of planning application.

The site is proposed for development in the draft Kirkcaldy & Mid Fife Local Plan.
If a planning application is made neighbours will be notified.

The Proposal In The Draft Local Plan Is -

KDY 47, Victoria Road, Former Power Station, Kirkcaldy
Area = 0.8ha, Brownfield Opportunity Site

The local plan is available online at www.fifedirect.org.uk/midfifelocalplan or from
Fife Council Local Service Centres, Development Services Offices & Libraries within the Local Plan area.
 
In other words they're re-zoning the land for future development, it's a pre-cursor to looking for a developer to put something new on it.

It isn't a planning application but it might as well be.
 
Ah right. I can't make out the lower part of the notice. There are whole swathes of land like that up here. Some small ones too and at least one I know of in a rural location ( watch this space! ). Looks like this building recession is helping folk like us. :)
