One of the many quite possibly pointless regional control rooms for use in case of nuclear attack.

Replacing the earlier council basement war rooms, the UDCC was furnished with gas tight doors and independant generators, along with other independant systems. Oddly even though it was refurbished in the mid 80s, rather than installing blast doors they kept the original steel doors.

It's now mostly disused, other than as storage for council stuff.
