Grade II listing (awarded to Caerwent House in September 1985) is no guarantee that the structure will be kept in good repair.
The minutes of a Caerwent Community Council meeting in October 2011 recorded that the Chief Officer (Regeneration & Culture) of MCC (Monmouthshire County Council) had visited Caerwent some months earlier and was distressed to see the derelict and very dilapidated Caerwent House in the centre of a beautiful village. MCC had since tried to force action but without result. Officers then decided that the best option was to service a Notice under Section 215 of the Town & Country Planning Act and a charge was put on the property in order to bring it back up to standard. MCC will recoup the costs from the owner and could, if required, force the sale of the property. Legal teams, specialists and structural engineers have been working on the case and are now putting together a specification of requirements bearing in mind that a sympathetic approach in terms of design and development is necessary. MCC have established contact with the owners and are in negotiations regarding whether they need to temporarily relocate. The Chairman informed the public again that the owners have not received any monies, all costs will be borne by them and they will not be rehoused for free.

It's funny because the owner of this is a millionaire and has another property just down the road in the same sort of condition. He's refused to sell the properties many times and the council have offered a very large sum of money to purchase them.

More recently, the local council have applied for a CPO for both sites.
 
Is this the case involving third parties listing properties without the knowledge of the legal owner? Having lived in and renovated a listed property, it can become a nightmare over the smallest thing. Many of the more mundane listed properties are only still standing because they were modified over the years to meet new demands; why now try to conserve in a time capsule, if sympathetic restoration and alterations can give the property a really useful future? I find the monetary status of the owner rather interesting - obviously he has the means to fight any CC demands through the Courts, where as the usual owner/occupier who finds themselves saddled with a listing, usually has the C C Listing Officer riding roughshod over them!
